Pacific Resources for Education and Learning (PREL) is an independent, nonprofit 501(c)(3) corporation that serves the educational community in the U.S.-affiliated Pacific islands, the continental United States, and countries throughout the world. PREL bridges the gap between research, theory, and practice in education and works collaboratively with schools and school systems to provide services that range from curriculum development to assessment and evaluation.
Through our mission, Building Capacity Through Education, PREL envisions a world where all children and communities are literate and healthy—global participants, grounded in and enriched by their cultures. PREL’s focus will remain firmly imbedded in the principles established in our Vision. They are our sources of inspiration, commitment, and direction.

At PREL, education is our business. PREL and its well-qualified staff have been providing schools in Hawaii and across the Pacific with effective research-based support since 1990. Our programs provide resources and products developed to promote educational excellence for children, youth, and adults, particularly in multicultural and multilingual environments. Besides its personnel, PREL's most important asset is its established partnerships and networks designed to meet the educational needs of governments, communities, and business. PREL works collaboratively to provide the best educational opportunities possible, using the latest technological resources. PREL regularly partners with other organizations to provide coordinated educational services and cutting-edge research about effective approaches within multicultural and multilingual environments. These partners include schools, offices of education, institutions of higher education, community groups, and health organizations.
PREL’s main office is located in Honolulu, Hawai‘i. Facilities include individual staff offices, meeting and conference rooms, a resource center, a production center, technology services, desktop publishing services, graphic artist services, packaging and dissemination services, copiers, facsimiles, training and presentation equipment, travel arrangement services, and financial services.
PREL also maintains offices and works with educators throughout the Pacific service region, the continental U.S., and the world. PREL's Service Centers are in American Samoa, the Commonwealth of the Northern Mariana Islands, the Federated States of Micronesia (Chuuk, Kosrae, Pohnpei, and Yap), Guam, Hawai‘i, the Republic of the Marshall Islands, and the Republic of Palau. The Honolulu office serves as the gathering place where Pacific Islanders of all nations collaborate to achieve common educational goals. PREL’s offices throughout the region ensure that the important connection between education and culture is always appreciated.
Finally, PREL has a robust and innovative networking and telecommunications infrastructure that meets a wide range of needs, from providing the most advanced, broadband Internet applications to delivering services to small communities on remote Pacific islands with basic telephone service. PREL provides a reliable, cost-effective IT infrastructure that allows staff to work anywhere in the world where high-speed Internet access is available.
PREL works in tandem with its constituents through a management and advisory structure.
PREL is governed by a 20-member Board of Directors that represents constituent groups in the 10 U.S.-affiliated entities in the Pacific which comprise PREL's Pacific Service Region: American Samoa, the Commonwealth of the Northern Mariana Islands, the Federated States of Micronesia (Chuuk, Kosrae, Pohnpei, and Yap), Guam, Hawai‘i, the Republic of the Marshall Islands, and the Republic of Palau. Board members include chief state school officers, teachers, government and business leaders, and representatives from higher education, private schools, and the community.
The Board meets three times a year to review programs, approve budgets, make policy decisions, and set strategic planning directions. The Board has established reading and health education as PREL's overarching priorities. For 2006–2010, the Board's goals are to develop high-performing learning communities, increase professional development opportunities, promote technology and distance learning, and support PREL's organizational development.
PREL is managed by the President and Chief Executive Officer. Reporting to her are the Chief Financial Officer (CF0), Chief Information Officer(CIO) and Chief Programs Officer (CPO). These individuals form the PREL Cabinet, which meets weekly. The Cabinet's function is to examine organizational issues and lead the organization.
The Executive Office provides leadership to PREL and is responsible for maintaining and enhancing institutional capacity to efficiently and effectively support PREL’s: (a) staff in providing quality services and products, (b) Board of Directors, (c) PREL's Centers of Excellence, and (d) efforts to comply with applicable regulations and requirements.

PREL’s programs are organized into two Centers of Excellence—the Center for Accountability, Research, and Evaluation (CARE) and the Center for Learning and Teaching (CLT)—each of which is dedicated to providing the very best school improvement, professional development, technical assistance, assessment, and research and evaluation services to meet the needs of individual clients.
Our Directors work to create and provide resources and products developed to promote educational excellence for children, youth, and adults, particularly in multicultural and multilingual environments.
One of PREL's core beliefs is the value of convening professional educators from the Pacific region to provide advice and feedback. This belief is reflected in all of PREL's proposals and programs of work.
In order to inform the quality and rigor of PREL’s work, many of PREL’s programs utilize Advisory Councils. Advisory Councils are established in accordance with the bylaws of PREL, under the direction of the President and CEO with the consent of the Board of Directors. The Advisory Councils are comprised of nationally and often internationally renowned experts in their respective fields. The Advisory Council members typically convene with PREL staff to discuss the designated work, and provide critical guidance and review.
