
Senator, Guam
Dr. Judith T. Won Pat is serving a fifth term as senator for the Guam Legislature, having previously served a term during the 23rd, 24th, 26th, 28th, and 29th legislatures. In 2008, Dr. Won Pat was also voted speaker. As senator, Dr. Won Pat has contributed to various committees, including as acting chairperson for the Committee on Education, General and Omnibus Affairs; and as member for the Committee on Youth, Labor, and Parks and Recreation. Currently, Dr. Won Pat is also the treasurer and the chairperson of the Committee on Education for the Association of Pacific Island Legislature (APIL). Dr. Won Pat has dedicated her life to education, from working as teacher, guidance counselor, to assistant principal, and principal for Dededo Middle and F. B. Leon Guerrero Middle Schools in her career. Named the “Mother of Middle Schools” by the 22nd Guam Legislature for the development and implementation of the True Middle School Concept Program in 1993, Dr. Won Pat has also been presented with a Legislative Resolution for the establishment of the Interdisciplinary Team Approach to Teaching in Middle Schools by the Guam Territorial Board of Education.
From 1982 to 1984, Dr. Won Pat was also member of PREL’s Research & Development Cadre.
Dr. Won Pat is founder and president of the Guam Middle School Association, which was established in 1990, helps as facilitator for Rainbows for All Children, and founded a women leaders group, Fuetsan Famalao’an (Chamorro for “Strength of Women”), to address the social and cultural impact to women and young girls and the island of Guam due to a massive influx of 8,000 marines and families.
Dr. Won Pat received her doctor of education degree in educational leadership from the University of San Diego, and holds a master of education degree in guidance and counseling from the University of Guam.
