External Evaluations Program

Evaluation is now a common expectation in education, health, and elsewhere. Those who fund programs, in both government and the nonprofit sector, expect evaluations to be thorough, accurate, and valid. Therefore, those who practice evaluation must have a solid understanding of the principles of research and must know how to conduct meaningful studies. The successful application of these technical skills in the real word, however, requires a solid grounding in practical knowledge about the many barriers to successful program implementation. Pacific Resources for Education and Learning’s (PREL’s) experience performing evaluations and the experienced staff who conduct them ensure an appropriate mix of practical and technical evaluation skills.

From its inception in 1990, PREL has provided evaluation services to the public. In that time, dozens of evaluations have been conducted for many agencies across the Pacific region. Often, these evaluations provide feedback to organizations about their programs and their implementation in the interest of improving them. Often, these evaluations provide a summary of project outcomes, typically as a condition for receipt of funding.

Services

The evaluation staff and cumulated experience in evaluation allow PREL to provide a full spectrum of evaluation services, including:

  • Conducting rigorous evaluations.
  • Writing evaluation proposals or designing evaluation sections for proposals.
  • Clarifying theories of action implicit in various programs.
  • Developing surveys, questionnaires, and pre/post tests.
  • Collecting data consistent with currently accepted standards for treatment of participants and preserving the confidentiality of data.
  • Analyzing evaluation data.
  • Writing reports.
  • Developing applications for internal review boards (IRBs).

PREL’s battery of evaluation skills allows it to design and conduct either simple or complex evaluations focusing on the processes involved in program delivery, the outcomes produced, and/or the impact made.

PREL is dedicated to providing services that are professional, timely, and responsive. In planning and conducting evaluation studies, PREL adheres to the Program Evaluation Standards of the Joint Committee on Standards for Educational Evaluation . These standards are meant to ensure that an evaluation will serve the needs of intended users and will be realistic, prudent, diplomatic, legal, ethical, and technically accurate.
