Pacific Comprehensive Center (PCC) Services

PREL’s PCC was created in October 2005 as an important link between the U.S. Department of Education and state education agencies (SEAs) in the Pacific, as they continue to strive to achieve the provisions and purposes of the Child Left Behind Act of 2001 (NCLB) and other related federally funded education programs.

The major goal of the PCC is to help SEAs increase their capacity to assist districts and schools to meet their student achievement goals by providing frontline assistance to states. This assistance includes ensuring that Pacific SEAs understand the provisions of NCLB and similar efforts; that policymakers, educators, parents, and others have access to research-based best practices and improvement strategies; and that the capacity of SEAs to support improvement is increased through technical assistance (TA). Technology, such as webcasting, video teleconferencing, and electronic dissemination, is used extensively in the course of providing services.

The PCC provides SEAs with TA based on research and proven best practices. The TA is identified in annual service agreements with each SEA. TA includes brokering information, facilitating processes, and providing professional development to SEA staff as trainers. PCC TA activities focus on the following:

  • Teacher quality
  • Closing achievement gaps for English language learners, students with disabilities, and others with special needs
  • Systems of support for districts and schools
  • Secondary school improvement
  • Standards review and refinement
  • Assessment review and alignment
